The 15th of March 2006 has been signed an agreement between the Ministry of Foreign and European Affairs, the Ministry of of Higher education and Research, the CNRS for the french part and the Japan Society for the Promotion of Science (JSPS) for the japanese part in order to implement Japanese-French Frontiers of Science symposia (JFFoS).

JFFoS Symposia are taking place every year alternately in France and in Japan. Eighty researchers are participating to 8 sessions of 2 hours each covering 8 scientific fields which usually are :

The Frontiers of Science Programmes

Since 2007, the Ministry of Foreign and European Affairs, the Ministry of Higher Education and Research and the main French scientific institutions organize prestigious symposia with their foreign partners.

These programmes, called “Frontiers of Science”, are destined to gather promising and talented young researchers to have cross-disciplinary interactions with fellow scientists of other countries.

FoS programmes are creating platforms for outstanding young researchers to discuss potential issues in their research fields, to share informations and research outcomes, to find new approaches or trends through interdisciplinary discussions.

At each symposium, young scientists report on current research within their disciplines to an academically trained and scientifically diverse audience. They highlight major research challenges, methodologies, and limitations to progress at the frontiers of their respective fields. All attendees participate actively in a general discussion period, during which they learn from and form collaborative relationships with other young scientists in different fields.

What is a FoS Symposium?

The symposium is divided into sessions corresponding to main scientific fields, they can therefore cover any interesting topic.

Participants may have different roles. They can either be :
Planning Group members (PGMs)
Chairs
Speakers
or General participants (GPs)

Each session has its topic. This topic is introduced in 10 minutes and is followed by 2 speeches (25 minutes each : one by a french speaker and the other by a foreign speaker) then takes place for one hour a general discussion.

Each participant has to attend to all the speeches and all the discussions. Although the lectures are not recorded , an abstract of the introduction and of the 2 interventions can be found in the symposium booklet.

The symposium planning process

A scientific committee is entrusted with the scientific organization. Its members are called Planning Group Members (PGMs). PGMs are selected by the FoS-FoE steering committee and have a key role : during the symposium, they collect topics suggestions for the next symposium and proceed to a first selection during a PGM meeting.

Around ten months before the symposium, the topics that have been first sorted out are presented by the PGMs. The outcome of this meeting is a vote which selects definitely the next symposium topics.

Then each PGM suggest candidates for the roles of chairs and speakers (who are not belonging to the same laboratory) who would suit to the topic, which is presented by a french and a foreign speaker.

Around nine months before the symposium a national call for applications is launched in order to select the General Participants (GPs), this call is followed by an evaluation accomplished by a dedicated structure.

The final list (Chairs, speakers, GPs) is validated by the steering committee.

|FTFoS Symposium

The 17th of decemeber 2007 has been signed an agreement between the French Institute of Taipei and the National Science Council of Taiwan (NSC) in order to organize Frontiers of Science symposia. The French national Insitute for Research in Computer Science and Control (INRIA) is its main partner.

The “France-Taiwan Frontiers of Science” (FTFoS) encompasses four areas : 1. Physical Sciences   2. Applied Sciences   3. Life Sciences   4. Social Sciences & Humanities

France and Taiwan both appoint a Planning Group Members (PGM) and select 22 young scholars to join the symposium and hold the workshops. FTFos Symposia are taking place each year alternately in France and in Taiwan.
Taiwan(Tien-Lai) hosted the first one in June 2008
the second was held in France (Roscoff) in June 2009
the third symposium took place in Taiwan (Kenting) from 22 – 24 june 2010.

Two Planning Group Members (one from France and one from Taiwan) are invited to draft proposals of session topics and nominate participants.

JFFoS : The Japanese partner for JSFoS program is the «Japan Society for the Promotion of Sciences » (JSPS). JSPS organizes also FoS symposia with Germany, USA. and UK.

FTFoS : The Taiwanese partner for FTFoS Program is the Department of International Programs, National Science Council (NSC). For each symposium in Taiwan NSC asks a university to organize it. The third symposium FoS (2010) was organized by National Sun Yat Sen University (NSYU).

JFFoE : The Japanese partner for JFFoE Program is the « Japan Science and Technology Agency (JST) ». The JST organizes also FoE symposia with US.

France and Taiwan both appoint the Planning Group Members (PGM), two from France and two from Taiwan. They draft proposals of session topics and nominate chair and speakers. On the whole, 22 young scholars on each side join the symposia. They are taking place each year alternately in France and in Taiwan.

The first symposium was held in Tien-Lai Hot Spring Resort in Taiwan (June 25-28 2008) with the participation of National Tsing Hua University, National Central University and Academia Sinica.

the third symposium took place in Taiwan (Kenting) from 22 – 24 june 2010 with the participation of the National Sun Yat Sen University.

The Frontiers of Engineering programmes

Since 2010, the Japan-France Frontiers of Engineering program aim at bringing together 40 of the nation's outstanding young engineers (ages 30-45) from industry, academia, and government to discuss pioneering technical and leading-edge research in various engineering fields and industry sectors.

The program provides an opportunity for top-notch engineers, early in their careers, to learn about cutting-edge developments in fields other than their own, thereby facilitating collaborative work and the transfer of new approaches and techniques across fields.

Through both formal sessions and informal discussions, cross-disciplinary and cross-sector contacts among this country's future engineering leaders will be established.

The Frontiers of Science an Engineering programs are steered in France by a consortium. The Frontiers of Science and Engineering unit is entrusted with the implementation of this programme. The scientific monitoring is also under the responsability of a partner organism.

The conferences are held once a year alternately in France and in the partner country. The number of conference participants shall not exceed 42 persons.

Organization of a FoE symposium

The symposium is divided into 4 sessions corresponding to the main scientific fields in order to cover any relevant topic
Life sciences,
Nanosciences,
Information and communication technologies,
Environment and energy.

Participants can either be members of the scientific organization committee or speakers. The organizing committee have a key role in the symposium organization : They present an abstract of the session they are responsible for and suggest 4 speakers for each topic. They are at the same time the chairmen of the sessions : they introduce the topics and the speakers and are livening up and regulating the discussion. The speakers are specialists of their topics, they introduce briefly their topics , define the keylines, present their experimentations, prototypes, concepts, new tools and methodologies they have implemented. They also present the limits and controversies and eventually mention the long term applications. They struck up the conversation with the participants. The debate aims at informing the audience with the new technics use and adaptations. Each participant must attend each session (discussions included) Although, there is no record of the discussion, one can find an abstract of the introduction and of the 8 speeches in the symposium booklet.

Preparation of a FoE symposium

Around 8 months before the symposium, a binational specific steering committee chose the session topics

Around 6 months before the symposium, the French and foreign steering committees respectively designate four scientists as members of the scientific organization Committee (OC) after a call for applications or suggestions by its members.

Around 4 months before the symposium, the French and Japanese members of the Organizing Committee present a session abstract and also propose respectively four speakers for each topic. The steering committees are in charge of the validation.

Around 3 months before the symposium the choice of the participants is finalized

Around 2 months before the symposium reception of the participants CVs and abstracts presentations.

Around 1 month before the symposium informations are on line on the website

The “Japan France Frontiers of Engineering” Symposia

The Japanese-French Frontiers of Engineering programme has started in january 2010. The Ministry of Foreign and European affairs (MAEE), the Ministry of Higher Education and Research (MESR), the “Commissariat à l'énergie atomique et aux énergies alternatives” (CEA) have signed an agreement with the Japan Science and Technology Agency (JST).

The Scientific organization committee is designated by the French consortium and the Japan Science and Technology agency (JST). Each part elects one president among them. At the symposium, they are the chairmen and introduce the speakers. After the selection of the speakers, the organizing committee has to finalize the session abstracts Each member of the organizing committee is co-chair of his session with his counterpart. The duration of a session is 4 hours with a 15' break. 15' for the chair, 20' for the speakers (8), 50' for discussion.

16 Speakers per country (exceptionally 1 more speaker can be added) are selected before the symposium (four -or five- per session).

Before the symposium they have to draft an abstract of the speech.

At the symposium, they make a speech during the designated session.

All the participants participate to the general discussion at the end of every session.
